Yes they are red. TDS is 0 with a accurate meter and yes I do run a purest water resin at the last stage. Filters are about 4 months old so that's not the problem I guess.
They are mostly on the sand and just a few small spots on the rocks.

If the purest water filter resin is 4 month old also I would recommend to replace it. Otherwise vacuum the cyanos out regular while dosing water changes to additional remove the mulm form the deeper sand layers should support this process additional. Otherwise I can not see a reason why they start to grow again. Are the corals growing well showing good polyp expansion ?
